There are a couple of issues here. First, given the criticism of most
references to existing protocols, I hesitate stylistically to call IP
mobility a "solved problem." If so, it seems to be the only one. At
the level of requirements, I think we should be talking about host
mobility and prefix, etc., mobility, rather than specific protocols.

As to the identifier vs. locator argument, one divergence of
alternative architectures might be whether they are separated, or
overloaded onto what Noel used to call, diplomatically, the "A-word."

I'm inclined to say we should consider the desire of many to have a
permanent individual identifier, and probably call it a non-goal.
