how to compute marginal delay in multipath routing

I've read some papers on the subject of multipath
routing mechanisms. In such an routing strategy, when
a node looks for its next hops towards one given
destination, it should compute the costs of adjacent
links(the cost is also the marginal delay over the
link). But which techniques can be used to compute
marginal delay? And where can I get the paper with
the title of "Distributed Routing with On-Line
Marginal Delay Estimation "? To the best of my
knowledge, this paper appeared in Proceedings of IEEE
INFOCOM'1988 and IEEE Transactionson Communications of
Mar.1990.
