[c-nsp] snmp traffic stats - dot1q subinterfaces

yes - I have just tested 7200's and 7300's.  Also done 7600's with the good
old frig
of a loop cable between the L2 port and the L3OSM port.  Traffic stats are
absolutely fine
Im using concord.
