[c-nsp] ATM shaping values in IOS

For IOS ATM shaping commands ubr, vbr-nrt, the command arguments for PCR
or SCR/PCR are expressed as kilobits/second.

I believe that in the current versions of IOS these SCR and PCR values
are correctly set by simply matching the values provisioned by the SP
(the policed SRC/PCR values configured by the SP, expressed in
kilobits/second).

I also have some dim recollection that in the past these values did not
properly shape to the configured SP values when set to match the SP
values. Instead a smaller value was needed in the IOS configuration, I
believe a kilobits/second value matching the router's delivered payload
rate before SAR (perhaps the AAL payload rate).

Can anyone confirm that current IOS shaping commands, when configured
correctly, do use SCR/PCR command argument values that match SP values
(to the nearest cell)?

I wish Cisco used cells/second as the values configured for these ATM
shaping command arguments ....
