[c-nsp] Stuck 10GE interface

Hi,
 anyone ever see a 10GE port get its transmit stuck?

C3750, 12.2(35)SE. Optic is a Cisco 10GBase-LR
  Full-duplex, 10Gb/s, media type is 10GBase-LR

I note that:

output claims to be sending:
  Last input 00:00:16, output 00:00:21, output hang never

theres no queue:
  Output queue: 0/40 (size/max)

counters are stopped:
     14124319 packets output, 1356450431 bytes, 0 underruns

apparently bouncing the port fixes the issue.. any idea what the problem could be?
