[c-nsp] Layer 2 local switching for QinQ circuits

Hi David,

Sorry, I missed the fact that this was a 7200.

Either use a 3550 (or better) to remove the outer tag before passing to the 
router, or play IOS roulette on the 7200 ;>).

I suspect that in 12.3.latest or 12.4.latest this might work, but I haven't 
tried it myself.

If you want to push a lot of traffic & Multicast etc. then I would stay away 
from a software solution like PWE etc.

Bridging etc. will work within the local router, but then you need to take a 
crossover from one port to another :>).
