[c-nsp] LDP loop detection/prevention as per RFC 3036

Jeff,
Loop detection seems to have been implemented:

Loop prevention seems to exist as well and relies on loop-free IGP - I
vaguely recall that if LSR receives a label binding from its neighbor and if
this binding does not correspond to a best route then this label binding is
ignored. In short, best route to a destination and label binding must have
the same nexthop.
