[cisco-voip] CFwdALL doesn't work

Hi,

We upgraded CCM to 4.1 and then CFwdALL softkey doesn't get to work. 
Once we push CFwdALL key on the phone and enter the numbers to be
forwarded then we get busy tone. We can set Call forward all from
CCMUsers or CCMAdmin Web pages instead. I'm not sure how to determine
this cause...
Any comments would be appreciated.
