It is not a broken design, but an improved design. With 4.1(2) they
tried to address toll fraud issues at the devices. Because of this we
have to rethink the way we implement CSS, Partitions, and DP. Block at
the lines and allow the rest at the devices. There is a very good design
document Cisco has and I have not been able to get it again. It was a
detailed PPT presentation and went through the 3.X CCM install mentality
and how to migrate that train of thought to 4.X. Maybe Wes knows what I
am referring to. I may be explaining this wrong, but it makes sense when
you see the PPT. Let me see if I can find it and I will see if we can
get it sent out.

I see the same behavior on my 4.1(2) system:

Local vs LD: no difference
many dialing formats
h.323

Haven't investigated in any detail; figured it was broken as designed.

I think this is a good question. I would like to know the answer weither
it is a quick solution or a detailed fix.

I may not be able to help you, but in order for someone to help they
will probably need to know more about your environment. 

Is it local or long distance?
Do you have 7D and 10D dialing?
What type of gateway do you have and is it MGCP or h323?
What info is there on the Gateways Outbound Calls?
Do you use Calling Party Transform Mask or mask at each line?

Hello,

Weh have a user who forwards his work IP phone to his cell phone. When a
call comes into his IP phone and is forwarded, the caller ID on his cell
phone will always display the number of his IP phone. Example: The user
works at 333-3333. Someone call him from 222-2222. The caller ID will
display 333-3333 instead of 222-2222. We are using CCM 4.0(1). Any
suggestions on why this is happening ? Thanks.
