Say I'm trying to make a phone reboot and get it's new TFTP
automatically.
Is there an API for this? Ok, so say I do what you say with the DHCP
address; the phone must still be rebooted right?
Thanks for your input Anthony and Lelio both, appreciate it.

Along the lines of DHCP, you can do a reserved DHCP address to just nail
a particular phone by MAC address.
