Forwarding the phone to the pilot number is probably creating a loop and
eventually CCM is dropping the call.
 
I've solved this problem for a few customers by using extension
mobility.  You can make a user device profile for these users that adds
an additional extension to their phones.  Use this extension in the hunt
group configuration so when the user doesn't want to take calls they can
logout of the phone.  This works well except for the additional
configuration involved (if you have a lot of hunt groups it adds up
fast).  Also, if you want ART reports to be accurate you have to create
a logout profile for each phone as well so calls made from the phone
when not logged in will be associated with a user.  
 
The other option would be to use a line group/hunt pilot setup.  The
user could just not answer the call and it would be routed to the next
hunt group member after the reversion timer expires.  
 
It would be nice if you could take combine the call queuing feature of
TCD hunt groups with the ring no answer logic of line groups.
