External phone number mask is used if you want to make all external calls appear from the same number (ie your main number vs the person's internal extension).  There are a few different places you can modify the calling party number but if you choose to set the External Phone Number Mask on all your phones you can simply check the appropriate box at the Route Pattern and be done with it.

Setting up a PRI/MGCP... I want to send the calling party number. Which it is sending the DN of the line that calls. So I guess its working as its supposed to.
 
But, I am confused... What is the External Phone Number Mask used for? 
I thought I read that this is what is supposed to be sending in the Calling Party Number?
