Here is a work around, obtain a gatekeeper (2851), buy a Sony PCS-TL50,
which can be your MCU and can host 10 connects. I am in the process of
building this environment.

Yes, I was told that a 3511E would be necessary to do continuous
presence, and it was twice the price if I remember correctly.
If I want to do this all without a 3511E, my understanding is that I
will need a h323 gatekeeper. Can someone please drop me a few links
about setting up a gatekeeper? I inherited a vocaltec gk, but don't know
about integrating with CCM. Anyone with advice?

Continuous presence with SCCP requires the EMP module regardless of what
IPVC gear you have. For the 3511 you'd need a 3511E. I'm not on the
sales side so I have no idea what the cost difference between the two
would be.
That said I have no idea why a VTA couldn't call into an H.323
conference. As long as CM can route the call (via gatekeeper or
directly to the H.323 gateway) there should be no problem.
