Yes this is normal. Although it is described in the official
administration guide
(http://www.cisco.com/en/US/partner/products/sw/iosswrel/ps5012/products
_feature_guide_chapter09186a00801812e1.html#wp2175456), it is not
supported, because there is no XML support on a router...

If you also have an installed CCM than you could point the link to the
CCM.

I just completed my first CME installation.  On the IP Phones, when a
user hits the ? they don't get any help files.  It is like there is no
help files on CME.  Is this normal??
