[cisco-voip] MGCP on CCM 4.2

Do you have a loopback plug / active circuit on the BRI?  I know I have a
router here which I was setting up and I found the gateway wouldnt register
with CCM until the BRI was active.  Either an E1 loopback or the actual live
circuit connected will allow the gateway to register.
