[cisco-voip] Link to primary CCM fails while logged in withExtension Mobility

This isn't specific to EM.   But what happens if you are operating in
SRST mode and you lose power to all the phones and the SRST router.
Do the phones or router keep record of their last DN in flash or would
you be completely down after power came back with access to the CM
cluster still unavailable.
