[cisco-voip] Fast Busy on International Calls When Using Route List

Is the debug for the failed or good call? I am
guessing the bad call? Do you see q931 output on the
call with fast busy?

Can you post a q931 debug for the good call if that is
for bad? It looks like

I am seeing the call setup, then a progress received
from carrier followed by the router sending a
disconnect out. 

Are the bad and good call using same dial-peers on
gateway?
