[cisco-voip] Digit Manipulation Process by IOS

Hi,

Manipulation of digits take before any send digits.
3 and 4 this is the same, only difference in the following
3 - this is old style
4 - this is new style 

Decision  how much send digits take before prefix

So 

1) 3 and 4
2) 1
3) 2

I need advice from Cisco Voice expert on IOS digit manipulation. Which
one is process first before the others (from highest (1) to lowest (4)
priority):
1. forward-digit
2. prefix
3. translation rule
4. voice translation rule

Can anyone advice ? thank you.
