[cisco-voip] Connecting VoIP dial-peer to VoIP dial-peer

I have a cust, they have a CallManager 4.1 at their head-end and hundreds of
CallManager Expresses with NM-CUE modules... The CCM and CME are connected
via an ICT trunk, calls over the trunk are succesful, however, if no one
answers the call, the caller gets a message, 'the call cannot be completed
as dialed'
We are pretty sure we are hitting a problem of trying to tie two voip
dial-peers together (an H.323 to CCM and a sip to CUE).
Is there a way around this?
I found the following:
voice service voip
allow-connections h323 to sip
However, that looks like it only works with an IPIPGW feature set on
Advanced Enterprise (it is a 2851)... and it is a separate, licensed
feature.
Is there another way?
