Actually, I'll slightly amend this, it is possible to send the phone key
presses, I just don't know if you can tell it to push the ring volume up or
down.
But either way you'd need to write an app to do it :-)

There isn't a way to directly do this, from CallManager, or by sending
commands over the network to the phone. Additionally, the phones, from a
ring volume perspective are not globally controlled.
Keep in mind, even if you adjust the .raw file for the ringtone, you still
may need to get the phone to refresh it, which might be manual or a simple
restart.

I don't know if there is a global parameter for that. Something you could
try is manipulating the file that CCM uses for the ringing tone. Open it in
a wave editor and decrease the volume. Then save the new file to the
original directory.
