we had the same request and there is a far easier solution

If your DID range is 3400-3600 just create a transform in the partition 
that is for that range that points to VM this will force all numbers that 
are not assigned to go to the VM system.  Even if they have never been 
assigned.

Actually this URL explains why this feature was added:

"Unassigned DNs allow customers to continue forwarding to voice mail or 
another destination for DNs that are no longer assigned to devices. 
This happens often when employees are reassigned or terminated."

We had requirements from some customers for this type of feature.
