[cisco-voip] unassigned DNs in 4.x

Yes, that sounds like it would work just fine.  However, we do have  
customers that won't make even simple changes like adding a Translation  
Pattern to their dial plan without extensive testing.  They want to  
make sure that their dial plan doesn't break and that there is no  
impact on performance.
