[cisco-voip] Unity External Transcoding

Problem solved.  Upgraded the IOS on the 1760's from 12.3(8)T4 to
12.3(14)T7 and now external transcoding for Unity works great for calls
through GW's.

Pursued this course of action and version of IOSbecause in our
experience 1760's have had problems supporting g729 correctly even in
the 12.4(3) train.  

Lesson learned, upgrade the IOS first to version you trust.
