what model phones? what load version? what signaling load (h323 /mgcp / 
sip /sccp)...

Looks like the 7970 reports this message (and therefore probably all TNP 
phones 7941,61,71, 7911) when it boots up without a locale downloaded 
and it cannot access its TFTP server to download locale information: 
CSCef76249.
