[cisco-voip] Strange secondary dialtone after upgrading to CCM 4.1(3) SR5b

Check all your route patterns that use the secondary dial tone check
mark. Chances are one of them is missing the secondary dial tone
checkbox, so the pattern does not play the secondary tone till further
down the route list.
