[cisco-voip] Strange secondary dialtone after upgrading to CCM 4.1(3) SR5b

I'm not sure if the service release is the cause or
not but since it is the only change that was made
before this issue arose, it is very suspicious.

Users used to get a secondary dialtone after 9 when
dialing a 91+tendigitLDnumber. Now they get a
secondary dialtone, even on a softphone, when dialing
91+firstSevenDigitsofLDnumber. Has anyone else
encountered this issue? If so, were you able to
resolve it somehow?
