Jonathan,

Create an outgoing translation pattern to convert your "bogus" internal
numbers to the base of the DID block for outgoing calls, or
in-particular for the 911 dial-peer.

**** Number begins with 2, convert to 12345678

 translate calling 1

**** Profile to translate calling number using rule 1

**** Add profile to outgoing 911 dial-peer.
