[cisco-voip] Faxing and Modem issues with EVM-HD FXS

Have a customer who is experiencing a ton of issues with Faxing and Modem.
Here is the configuration

PRI into 28xx mgcp gateway -> CallManager 5.1.1 -> faxes and modems
connected to black box distribution panel -> amphenol connection to evm-hd
fxs

Customer has super g3 xerox fax machines (Which will not work at sg3) Had
customer try locking in faxes at g3-33.6 no good.  14.4 no good. 4800
worked.

Customer wants higher speed than 4800
