Agree for srst outbound functionality.
With that being said, I had customers who only needed to preserve internal dialing while in srst mode and for them you can do with the scenario you described.
Is that what you intended, or am I missing something here?

If a router has a T1 PRI gateway registered with CallManager using MGCP
but no H323 dial-peers configured in the router, then I don't expect
SRST to work. Anyone disagree? Using CallManger 4.1.3 and IOS 12.4.11T.
