[cisco-voip] CM 6.0 unable to Cfwdall

Better to block it in the first place... I would much rather have
people whine they couldn't make a call, then have some CIO yelling at
me cuz I allowed the call...

Then again, we make this as part of the design meetings... with
appropriate 'the sky is falling' warnings...
