[cisco-voip] Delay when calling one extension - CCM 4.1(3)sr5b

Yep, DNA does not show any more potential matches other then the one
phone number.

I have 3 people comb through this and the numplan.csv and there are no
other matches.

Going to reboot the cluster next when we get an window.
