Keep in mind, the ICS server used it's own OS installation discs (and
USB drive).  After it was applied, you could upgrade to newer versions
however.

I believe 3.3.2 was the version that wouldn't install if you had the  
newer OS due to the Windows SP included with 2000.2.4.

If 2000.2.3 isn't on the OS archive page then your best bet is to see  
if you can order it through www.cisco.com/go/upgrade.
You won't have any luck with TAC as A) we can't post OS installs and  
B) the ICS is end of support.
