[cisco-voip] New phones not picking up Phone Services

Try to manually download the config file from your TFTP server. From  
a cmd line 'tftp -i <host> GET SEP<macaddr>.cnf.xml.

Alternately get a sniffer capture of the phone registering and see if  
it can get the tftp file, and if so what is in it.

phones they are suppose to be registered with the sub as it’s the  
primary in Callmanager group but they always register to publisher.  
Subscriber server does not show up on the phone under Callmanager

Just restarted TFTP service which seems to have resolved the issue.
