This is from a TAC case I had opened on the exact same issue:

Use CoolEdit or Adobe Audition to change the original file from 48khz to
8khz 16 bit PCM file.

When you upload this 8khz PCM file into audio translator you will no
longer hear the hissing "S" (sibilance) and you will still be able to
hear the music.

Action Plan:
So this is a two step process if you want to upload more files in the
future.

1. Convert to 8khz with CoolEdit or Adobe Audition.
2. Upload to CallManager through the Drop.. folder.


Doing the above steps before translating my MOH files has corrected my
"s" issues.

Not sure which version of CCM you're running - but I've heard the MOH
translator was re-written from the ground up in 6.x and is supposed to
do a much better job now.

I've heard that there's some application I can use to help with removing
the hissing sound from "S" sounding words on my MoH.  Has anyone here
heard of this, or found another way to overcome this?
