Yes, you'll want a voice translation profile:

voice translation-rule 1
rule 1 /^5/ /15/
rule 2 /^6/ /46/

voice translation-profile Prepend_Sitecode
translate called 1

then something like:
voice-port 0/1/0:23
translation-profile incoming Prepend_Sitecode
