[cisco-voip] How to stop inbound calls on CISCO IP Phones

That is exactly what you do with a partition.

Let's say, you create a partition called "conference", then make sure,  
that the Calling Search Spaces of internal phones contain the  
"conference" partition, but the calling search space that is assigned  
to the voice gateways does NOT contain the "conference" partition.
