Create a DN that is not DID and assign to that Conference Station.

I want to keep outbound open from conference station but don't want inbound
calls on that. Is it possible through partition?

You can place it in a partition that is unreachable for voice gateways,
or you can use a translation pattern that will "block this pattern" for
its number.
