You could have each group use a different code before dialing. Have one group use 8 before their number and the other use 9. You then assign each set of users a trunk group which will ensure that only those lines will be used for outbound calls.

Hello,

I have a 2821 router with CME 4.3 setup in a building where there are
two groups of users;  Group one has 5 analog lines and group two has 2
analog lines.  The problem is when either group of users makes a call,
it picks a random line from the 7 lines and places the call.  I would
like for it to use the same group of lines for incoming and outgoing
calls.  Is there a way to force it to go out certain lines?
