[cisco-voip] announciator service on CUCM !!!

So I've been debugging vxml lately while learning mobility and have noticed
that vxml is much more readable than tcl.  As someone who doesn't program,
I've always stayed away from tcl due to complexity of the code.  However,
vxml is similiar to SIP in the sense that it uses html like tags that are
fairly easy to understand a write.

Taking Tim's advice.  I put together a VXML script that handles this task
quite easily.

Config steps:

1)As Tim mentioned, you would have to point a generic CCM route pattern such
as [1-9]XXX to the h323/sip gateway.
2)Copy the nonworkingnumber.vxml file to the h323 router flash
(alternatively, this can be hosted on a http server)
3)Copy a g711 compatible file titled misdialed.au to router flash.
3)Paste the attached IOS config into the h323 router.
