[cisco-voip] FAC inter-digit timeout

Customer complains about they delay time after entering FAC. I lowered inter-digit timeout to 7secs and dont want to go much lower. All codes are 3-digit.

Im trying pressing # after fac but this is causing problems on the vg. I think CM is sending the # to the vg. I will check for the CM service parameter to strip trailing #.
