[cisco-voip] did/fxs config help

If you have a phone, you have to have an ephone-dn (directory number)
configured for and applied to that phone. EXAMPLE:

!
ephone-dn  10  dual-line
 number 4405
 label Joe Smith - 4405
 name Joe Smith
 call-forward busy 7000
 call-forward noan 7000 timeout 16
!
!
ephone  1
 description Joe Smith
 mac-address 0012.3456.7890
 username "jsmith" password PASSWORD
 type 7961
 button  1:10
!

In your case the "number" statement would have whatever DN you wanted
on that phone.

Now, if you are simply routing calls to another router / device and
don't have phones, then you have to have dial peers pointing to the
appropriate gateway.
