Dan,

I think you really need to start here:

In your case, I would configure everything that relates to SCCP.  You can also use QCT http://www.cisco.com/cgi-bin/tablebuild.pl/cme-qct to produce a useable config.  For a stable, feature rich version of CME, I would recommend 4.1 running on 12.4(15)T6, you should also grab the cme-4.1-full.zip file off of CCO as that will load up just about everything for you.

The information that you have given so far is very limited and it's hard to figure out what you're trying to get working, but I would start with the links above, get IP phone to IP phone working first and then move on to dialing out.

You need dial-peers for inbound and outbound calls (although they can be a single dial-peer sometimes) and you'll probably need to configure voicemail at some point too.

If you have a phone, you have to have an ephone-dn (directory number)
configured for and applied to that phone. EXAMPLE:

In your case the "number" statement would have whatever DN you wanted
on that phone.

Now, if you are simply routing calls to another router / device and
don't have phones, then you have to have dial peers pointing to the
appropriate gateway.
