[cisco-voip] ISDN Cause code 44

[Liakos, James]

If its happening outbound then you might be trying to seize a channel that the Telco has not given you (i.e you configured your gear at a Full PRI but the Telco has only given you a partial PRI..
If inbound then check your config/equipment for any mis-configuration.
Failing that... Log a fault with your Telco.

Cause Code Value 44 "Requested Circuit/Channel Not Available"
This cause is returned when the circuit or channel indicated by the 
requesting entity cannot be provided by the other side of the interface.
