[cisco-voip] Admin Workstation error

Are you running config manager from a terminal service session? If so, 
that won't work.

You need to be
a) in front of the server itself
b) connected via a "console" connection (VNC, PCAnywhere, etc.)
c) if using win2k3 server, you can use remote desktop with the /console 
switch
