[cisco-voip] Path Replacement - H323 Gateway with QSIG

AFAIK:
1. path replacement on CM only works with MGCP gateways. 
2. Tunneling QSIG over H.323 only enables Q.SIG call features, not 
channel management such as path replacement.

Flip your ISR to MGCP.
