[cisco-voip] debug vpm signal on FXO port calls fails inbound

Call comes into this MGCP controlled FXO port then seems to hang up. Any
ideas? My Inbound CSS is setup correctly and I have an Attendant DN
equaling a IP phone. I can make calls out the CallFinder, just don't get
anything inbound.

It's connected to a Multitech CallFinder GSM gateway. Basically a
cellular line with a FXS port to my FXO card in router.
