This sounds like a good option.  Thanks for the suggestion.

One concern I have: if someone unplugs their IP phone, but the gateway
is still up we will have problems:
      * Someone calls the DN
      * CM forwards the call via PSTN to the gateway
      * The gateway, forwards the call to CM
      * CM forwards the call via PSTN to the gateway
      * etc etc

Thus filling our 4 ISDN channels on the branch router.

It would be fairly instantaneous, so it is probably not too bad, but it
is still something that would be better to be avoided.
