[cisco-voip] CER Subscriber Troubleshooting

 I have a CER group that was running successfully on 1.3. We upgraded to 2.03 and now I can not get the Subscriber to communicate/validate  with the Publisher. I have verified the Security password, IP Addresses and Server hostnames. Everything looks good.  Is there anything I can do or look at on the Publisher that might help me troubleshoot this problem?
