[cisco-voip] Can POTS Lines Be Used for Inbound/Outbound Dialing on a Call Manager?

yes.  POTS lines would connect to an FXO port on a voice gateway.   
that gateway communicates with CM via either MGCP or H.323.  There are  
a few feature differences to consider when choosing a protocol.
