[cisco-voip] Call for opinions; 6.1.3 or 6.1.4?

prime example of "nope" in my book.  if you're upgrading in this 
scenario you are looking for features and fixes.  if you go to 6.1.3 and 
encounter an issue you will have to upgrade to 6.1.4 to get a fix.  if 
you go to 6.1.4 and encounter an issue then you will receive an 6.1.4 ES 
which is a "minimal set change" which introduces the fewest changes.  It 
is the most likely scenario to resolve your issue without introducing 
new issues.
